海关联盟专家结论 - 海关联盟专家意见/结论（EO）（取代原卫生证书）

这是由俄罗斯强制性合格评定体系中列出的认证机构颁发的强制性文件。许多自愿认证系统也设定了这一要求。关于产品符合性的专家结论是基于在认证实验室中进行的测试报告，该认证实验室被授权在所需的行业中进行测试并且由认证系统的中央机构认可。

需要提交专家意见的文件：

国外制造商信息

MSDS成分的外国制造商（产品中包含的物质的完整成分列表）
TDS（技术数据卡/ Word或PDF格式的使用说明），
产品标签（最好是带有标签的样本的照片）。
样品进行测试

CU-TR证书或GOST证书，
安全数据表/成分列表，含有颜料及其含量的指示
租赁协议或生产地点的所有权证书
法人实体统一国家登记册信息
测试样品

根据2010年5月28日海关委员会的决定第299号，2012年6月15日更改日期36好 - 发布专家结论的产品清单（所有产品均不属于SGR国家注册范围）：

EXPERT OPINIONS-EXPERT OPINION CUSTOMS UNION，EXPERT OPINION (EO) ON COMPLIANCE WITH THE UNIFORM REQUIREMENTS OF THE CUSTOMS UNION

This is an obligatory document issued by a certification body listed in the mandatory Russian conformity assessment systems. Many voluntary certification systems also set this requirement as well. The expert opinion on the conformity of products is based on a test report conducted in a certification laboratory authorized to test in the required industry and accredited by the central authority for the certification system.

Foreign Manufacturer

Foreign manufacturer of MSDS Composition (a complete ingredient list of substances included in the product)
TDS (technical data cards/instructions for use in Word or PDF format),
Labels (preferably a photo from a sample with a label).

TU or GOST Certificate,
Safety data sheet/ingredient list with indication of pigments and their contents
Lease agreement or certificate of ownership of production locations
